Cabinet advances teacher pay, internet upgrades, and housing initiatives

Prime Minister Mostafa Madbouly reviewed progress on presidential directives covering teacher salaries, internet capacity, and university staff pay.

Prime Minister Mostafa Madbouly announced that the government has begun implementing presidential directives following Egypt Forum 2026, focusing on public services, housing, and education sector pay.

During the weekly cabinet meeting at the government headquarters in the New Capital, Madbouly stated that regular ministerial meetings will begin next week to monitor progress. The measures follow instructions from President Abdel Fattah El-Sisi to translate forum recommendations into practical steps.

Education and Academic Pay

Plans to improve compensation for pre-university teachers are already underway. Minister of Education Mohamed Abdel Latif and Minister of Finance Ahmed Kouchouk previously detailed the pay improvement plan at a joint press conference.

Additionally, Minister of Higher Education and Scientific Research Abdelaziz Konsowa noted that the government is finalising salary increases for university academic staff, with further details expected soon.

Infrastructure and Housing

In the telecommunications sector, the National Telecommunications Regulatory Authority issued instructions requiring fixed-line internet providers to double the capacity of basic internet packages beginning November 1, 2026.

On housing, the New Urban Communities Authority and the Social Housing and Mortgage Finance Fund signed partnership agreements with private developers to deliver affordable units under the Housing for All Egyptians initiative. Housing Minister Randa el-Menshawy also reported preparations for premium housing units for Egyptians living abroad through the Beit Al-Watan programme.

Economy and Social Protection

The cabinet reviewed regional developments and their impact on the economy, with the Central Crisis Management Committee meeting to assess global price rises and supply chain disruptions. Officials confirmed that strategic reserves of essential commodities, medicines, and fertilizers are being maintained at safe levels.

Meanwhile, Minister of Social Solidarity Maya Morsy outlined preparations for the upcoming International Social Protection Forum, themed Social Protection in a Changing World, which will gather international and domestic officials next month.
